AI-LEO Policy Simulator — public downloads (Phase C9.2)

Scope

This folder contains **small, plain-text** files intended for safe public
download from the static website:
  https://ai-leo-policy.cubestem.com/

Rules
-----
- Keep downloads **small** and **text-only** (`.txt`).
- Do not place large generated artifacts here (CSV/JSON/PDF bundles).
- Do not include private submission materials or correspondence.
- Do not include credentials, tokens, `.env` values, or any secret material.

Evidence pack policy
--------------------
Large generated datasets and complete evidence artifacts should be archived on
Zenodo or Figshare (or equivalent) and linked via DOI from the static site.
The static website should not directly serve heavy evidence bundles.
